As currently implemented the Progress Bar element is simply a static graphic. It does not reflect calculated data.
Instead of showing a fixed 10% increment of progress through a process, it should show the % (either to no decimal or to 1 or 2 decimal places of a variable data element (Custom Field or Custom Value) which would be tagged in either the General or Advanced tab.

John Martellucci, I don't know/understand your use case. (Maybe because I am not an expert a building sales funnels, my specialty is HL automations.)
Does the Progress Bar element which is now provided by HL (with options to display progress on each page only in fixed increments of 10%) meet your needs?
From my perspective they have given us a graphic which could have as easily been built as a media template. It does not meet my expectations for a general-purpose progress bar.

I need the ability to fill a meter based on a Custom Value (in my use-case) - but I can see the need for a Custom Field too...
With JS, it seems I need to leverage the API in order to dynamically pull in a Custom Value's value. With the API v2 & the fact that it uses OAUTH, this seems like WAY too much of a hassle to implement...
So at this point, I'm just updating the meter manually in the JS.
Here's an image of my custom meter that I put on a page built it GHL.
I'd love to update a Custom Value via a workflow, and then dynamically update the JS for the meter based on that Custom Value without needing to build out an entire OAUTH server just for this purpose.
I'm already building the page while logged in, so I should be able to do this easily without OAUTH.... just saying.
