Add granular permission group for using consumables like premium workflows

Some users should not be able to use "consumables" (things that cost the location money per usage):
- premium workflow actions
- send text
- send email
- submit email/text to verification service
- etc
I want to see user permissions in a group (all on/off) or granular (enabled for sending text and email but not adding a premium workflow action to a workflow)
