Separate View & Manage Tag Permissions

Currently for a user to be able to add tags to contacts they must be given permission to "View & manage tags" which allows them to also create and delete tags. We need users to only be able to "view tags" and add them to contacts but not create or delete tags.

I'd like my support and sales team to have the permission to merge 2 contacts into a single one, but I dont want them to have all the bulk permission to my database..
