Disable Email Sending for Sub-Accounts

I would like to request the ability for agencies to disable email sending for specific sub-accounts. This feature is important because we have seen clients on our side continue to send mass emails that violate email-sending guidelines, even after receiving warnings and follow-up calls to improve their emails. We should be able to disable emailing for these sorts of violations.
It would also be helpful for cases where a client does not have a dedicated domain or their setup is still pending. It would help prevent them from using our agency domain, which is selected by default when new sub-accounts are generated.
This feature should be compatible with agencies using either their own Mailgun account or LC email.
