Provide the ability for users to upload their own bulk lists of leads that are assigned to them automatically.

Right now only administrators can upload lists and assign the lead list to the salesperson. This provides autonomy for the salesperson, to vet their own contacts and lists to sell to.

Admin's of course should still have the ability to see everything, but users should be able to upload their own lists.
