Allow one email address (staff member) be in multiple sub accounts

We have marketing businesses who look after more than one client and I need to add them as a "staff member" to multiple sub accounts but I can't because they are already in one sub account. This needs to change.

As an Agency owner, you can do that already, without them using multiple email addresses. Just go into Agency, Settings->Team, and select your user. In User Roles, you can add another sub-account.

Paul Read True, but the clients who have multiple sub-accounts can't do it independently. Which means they need to get in touch with the agency owner every time they want to add a staff member to multiple accounts. Not ideal. They should definitely have the option to use the same email for different sub-accounts.
