Currently we only have 1 agency owner, admins and users. There needs to be a layer above Admin, but below Agency Owner.

I currently work in a larger agency (1,000+ Sub accounts) and the company has different department heads for our different products. I am curently one of the department heads for the High Level Product, however the agency owner is our CFO who created the account back in the day. Since I am the product owner, the highest level I can achieve in the system is "Admin" but this does not allow me to perform functions that the "Agency Owner" has like account transfers. So, in these cases, I need to track down the CFO of the company who rarely, if ever logs into the agency end to perform the functions that he has hired me to perform because my permission level does not allow it. Having an extra layer of pass off functions that the account owner can provide to me, would enable me to perform my job
