Ability to Hide a Category for everyone and only enable it for a few (Premium) clients.

The current restriction is Categories hidden at Agency Level cant be enabled at subaccount level.

This is a nightmare if we have 1K+ subaccounts and only want 100 of them to have access to this premium category.
