When we update a workflow's trigger, then save that snapshot. The intention when we push the new snapshot to the linked accounts is to push that update as a complete update. However, this is not the case. Triggers are appended, which creates a bad precedent.

Updates are to improve linked accounts not hinder them. Please correct this bug.

I have documented this issue in the past and it was temporarily fixed, but the issue has come back.
