When using the Bulk Merge Contacts tool if you click the review button and you change the master from one column to another. It doesn't automatically select the fields on the new master. This means you have to manually go through each item and select them when the master normally would contain the most complete data set. It would make sense to have this automatically switch over but just retain any phone numbers, email addresses and things like that.
