If a service is not depended on users (Ex: Ice Bath) the service can't be booked for the full capacity set in rooms on the time slot. It only allows to book as per the user limit in the service calendar.

Ex: If the the room capacity is 5 and only two users are assigned to the calendar. Only two can be booked on the same time slot. For the services that doesn't depend on the users. The total capacity should be available for the same time slot.
