Can't Organize Calendar View when choosing which calendar to book

We can't control which calendars show in the drop down menu in the desktop app. It's not by name , it's not by category or grouping.
Clients want to be able to change which calendars show up first by how their business works, not by whatever the system decides.
Clients have 25 calendars, but 6 are the most used. Currently they have to scroll through about 12 calendars to get to the ones they use daily.
We've tried changing the names of the groups, the names of the calendars, putting a * at the front of the name, but no matter what, the view only shows what it wants to show.
Screenshot shows the calendars that show up on the top - and the ones they want to show up are named AA- NSHM (group) - and those show up about 12 calendars down.
Why???
