Rebilling values not updating when transitioning to a new plan.

It has occurred to me that when a SaaS account changes plans, their rebilling values to not update to that of the new plan. Not sure if there's a reason for this, but I personally don't see one.
When a plan is upgraded or downgraded, and that plan has different rebilling parameters, it should be updated to that of the new plan for that SaaS account.
