LC Email Rebilling Enabled - Can't switch to other SMTP Provider

As the title states, the user cannot switch to another SMTP Provider and may get the error:
"This operation is not allowed as email rebilling is enabled"
We then have to turn OFF LC Email Rebilling on the subaccount in order for them to switch or use a new SMTP Provider.
The problem here is if they switch back over to LC Email unbeknownst to the Agency Owner/Admins, they aren't getting rebilled any further and the usage fees fall on the Agency.

agree this is annoying, so many clients complaining to me they want to use their gmail or smtp transactional 1-1 email to clients but they also need to blast a newsletter with LC bulk email once a month. But not possible??? Crazy
