Enable SaaS Mode & Re-billing Options when Creating New Locations with API V2

Right now we can create new Locations using the API V2.0. However, those are just "Regular" Locations/sub-accounts.
It would be hugely beneficial to have endpoints in the API V2.0 that allow us to enable SAAS Mode + configure the re-billing options (starting with Twilio & Mailgun). Also, give the ability to disable or enable a SAAS Plan. I personally don't enable SaaS Plans on any sub-accounts. I mainly just use SaaS Mode for the re-billing options.

This is what I don't understand.
Right now I can create an account for a customer via API... but they are free to run up costs on LC Phone and Email because I have no way of forcing conversion to SaaS mode.
In that case, why even allow us to create accounts via API?

Following the convention from v1, we could have a "SaaS" endpoint where we could fetch the Location ID from the Stripe Customer ID. Since the purpose of SaaS Mode is to create the subscription, it all has to operate atomically—meaning that nothing happens unless the transaction goes through.
