Other companies have it that you can receive only 4 or 5 stars. If it's any less, it doesn't get published and asks them how they could fix it until it gets to a 5 star review.

This is in use by Grade.us (and it's whitelabels). There are restrictions from some review sites (Google, Yelp, etc) that prevent the blocking of bad reviews. The proven way to take advantage of this without getting pinged is to request the review, then display a landing page (Branded) asking the customer how their experience was, if they rate the experience above 4-5 stars - the popup directs them to choose a review site to leave their review. This popup lists review sites that are pre-selected by the customer, and even has 1 site "highlighted" to drive more traffic in that direction.
If the customer elects something 3 stars or lower (this threshold should be customer selected), then a contact form appears asking the customer to present their complaint about their experience directly to the owner. At the bottom of this pop up, there is a click-through option that has something to the effect of, "Or, if you'd still like to leave a review, please click here" that allows the user the ability to continue to the review site selection screen.
