Send Account Reports Even when Report shows 0s

Currently, Agency are able to send automatic Account Reports to specific users inside their respective sub-accounts. You can send these daily, weekly, or monthly with as little or as much of the data allowed in the report.
That being said, currently if a section on a report has all 0s, it doesn't show up on the report. If a report has all 0s, it doesn't send the report to the Point of Contacts.
The enhancement I'm requesting is to be able to override this setting even when a section or the report has all 0s, at least the section parts on the report. Normally if a client has 0 tasks, or 0 unread messages, that normally means they are doing their jobs on completing their tasks and responded to all messages; whereas, if they have 0 conversation, emails, texts, or call - that means they aren't using the software or doing their job on calling and reaching out to potential leads.
Currently I have clients complaining that they are getting the reports irregularly and sometime very vague.
