Currently the custom report is only visible for users on the sub account.
Make a feature where anybody with the report link can view the report.

You can schedule a custom report and send to the targeted people as a snapshot of report. The link within the email sent will get opened except that any server side triggers will not happen. E.g. date range filters over a report.
