For filters on dates that include time, the "Through or To" time must default to 23:59:59, otherwise, the report excludes the last day of data! For the most part, why would anyone want a report excluding the last day of data?

When the filter doesn't include the time (just dates), the report is inclusive of the last day - as it should be.
