Sub-account transfers from Agencies that have gone out of business

I recently found out that when an agency goes out of business and is no longer a GoHighLevel customer, all of their sub-accounts are still locked with the defunct agency. I was speaking with a prospect who wanted to migrate from a now closed down agency account and the agency owner is unresponsive. They are unable to transfer without acknowledgment from the agency... which means they have effectively lost access to all of their business assets, contacts, etc. When an agency goes out of business, sub-accounts should be able to request transfers without permission of the closed agency. The fact that they cannot poses a massive risk to their business.
