Ability to Throttle Number of RVM/Text per minute

Having the ability to pick from 0 - 15 the number of Texts and/or RVM being left per minute per line would be very helpful. This will allow us to upload a larger list at once and let the system call it over an extended period of time.

Clairfying this idea further. Instead of limiting this to SMS/RVM, we should simply be able to throttle / drip any bulk request. Example, Send out _____Per ___ (Select one min/hr/day/week/month)Example,Send out 5 contactsper 1 hour
