Permanent fix for Microsoft blocking emails/server ip's

On a regular basis I have to contact support to ask them to fix or change the sending IP associated with my dedicated sending domains, because Microsoft is blocking the emails. This issue is that Microsoft black lists the Mailgun server IP for the shared server(s).
It then takes days, sometimes longer for the issue to be temporarily resolved. Then a few weeks later or sometimes longer it happens again. And it doesn't just happen on one sub-account.
Every time this happens my clients get very frustrated that their emails aren't sending and ultimately it is impacting their business.
We need a permanent fix for this issue. And purchasing a dedicated IP for the sub account is another expense when they don't send 100,000+ emails per month.

Been fighting this for almost a year now. We have two dedicated ips (learned the hard way if one of the ips gets ms butt hurt for many days, we change the ratio of emails more to the other ip.... we've had to do 50/50, 95%/5% 100/0 0/100 etc) at different times. The problem comes from mailgun a and b, and they have a block of ips that are on blacklists. The problem comes when you check and tell everyone, which ips are blocks or you having trouble with. OUR IP x.x.x.212 or x.x.x.179 ips and OUR email domains is em.ourcompany.com or mail.ourcompany.com have a perfect record. MS even reports, they see no issue, It was only a few days ago when I checked not just mxtoolbox but https://dnschecker.org/ and that's the first time Id seen mailguns, multiple Ips under the mx records, a/b of course and their ever changing list of ips) BUT some of those IPs are on the black list) SO who do we complain too....HL, MS? Mailgun? OUR dedicated IPs and rep are perfect, why are we being brought down espicailly if we've boughten dedicated IPS from HL on this?

Even with a dedicated IP, I'm sending ~50k emails a month from various domains (20+), all opted-in lists, and STILL get blacklisted from microsoft regularly... I think there should be a way to do this automatically, as it becomes a pain in the butt to always check deliverability and manually raise tickets on microsoft's site, and having to escalate to their internal team
