GetResponse has a feature on their email platform called "perfect timing" which tracks when each contact is most likely to open an email and sends at that time.

It's used on broadcast campaigns when selecting the "send on" date or if selected during the "send now" option, it completes the campaign within 24 hours based on the perfect timing.

This would be a great option for email campaigns.
