Currently, you can't select who you want to get invoice and estimate internal staff notifications. If someone accepts an estimate and it needs invoiced, only the person who sent the estimate gets notified. We currently have to have an automation set up to handle notifying additional people to estimate/invoice activities. This should be baked into the settings.
