Multiple Contact Created during form submission - Need workaround

It would be AWESOME if there was a way to have a client submit a form(with signature+custom values) and a whole new contact not have to be created each time. We have contacts sign liability waivers, social media releases, student packets, contracts, etc. Each time a new form is submitted a new contact is created. Ive been told by support and tried myself to find a workaround but its just not possible for the form to be ran through an automation to recognize an existing contact and just update their fiels and file. A whole new contact is created. But then we run into the issue that when you merge you can only choose one form(signature) to add as master during the merge process. Need a workaround. I just merged 7 contacts as they are all one person, just signing different things.
