Form Contact IDs should link to the Contact AND be searchable.

The contact ID being shown on a form is not useful if we can't search for the ID to find the contact who filled out the form. Make the ID clickable to return to their contact page AND make the contact ID searchable in contacts.

Forms identify the Contact ID. We need to be able to search for that contact ID when a name, email, or phone number is not found on the form.
