Edit Form Notification Email or Use a Template with Custom Values

Currently there is an option to send Form Submission Notification to emails. Which sends them as an email with a table.
It would be great if could use Email templates.

I really need the ability to control the visual look and content of this email without creating workflows - OR give me the option to hide this feature from sub accounts!
