We need multiple Conditions for Shipping Rates. I want to be able to apply a minimum/maximum price amount AND a min/max weight AND (preferably) a min/max parcel size.

It would also be good to have a "sorry, we dont offer shipping" option, if all the conditions for that zone are not met
