Documents and contracts as a separate menu link

Currently documents and contracts is a submenu under payments. Can we have it as a dedicated menu link. It's literally saying -- 'documents & contracts'

Also would be great if it had it's own permissions instead of being tied to payments. Right now the documents and contracts don't follow the security permissions, so if you have a user set to only assigned contacts and they need access to the payments area, they are able to see and edit all the documents and contracts for all contacts. Seems like a huge security flaw to me.

Yes! It would make sense for this to be its own category rather than a submenu of payments.
