Share Smart List Globally even if Subaccount only has 1 user currently

Currently, a Smart List cannot be shared Globally if a Location only has a single user. This should not be a limitation so it can be setup for if/when additional users are added to the Location.
Additionally, this would be helpful in building a Snapshot once Smart Lists will be included with Snapshot importing: https://ideas.gohighlevel.com/snapshots/p/global-smart-list-in-snapshots

If I create a smart list, it would be valuable to have the ability to share it with my team members.

using HL as the agency, my specialists create a Smart List but I cannot see the Smart List logged in as myself. Support says I need to add each sub-account to each of my users in my agency Settings>Teams> (each user) > Roles and Permissions> then select each of my 36 subaccounts. Need to do this with 7 team members in order to see Smart Lists in each subaccount and any future subaccount we create. A toggle to add each Team member to all subaccounts would be great.
Next to make this subtractive, to specify which sub-accounts a team member should not be added to.

Smart List with Team should also allow the conversations and notes to be shared as well. no point of just sharing contacts.
