Billing model $$/user/month - Limited number of users for sub accounts

It would be great if at agency level, we can limit the number of users that can be added to sub-accounts. It is very common to sell CRM access $$/per user/per month and with High Level we can't do this. CRMs like Pipedrive, Sales Force, Copper and many more have this option and we can't do this for our large clients.

Would be ideal to restrict the number of users (Employees) the Sub Account can create, so that we can charge them monthly per user.

Yes or they can have for example three users for free and after that one, they start to pay for each new user.
