I ran into an issue a few days ago where i forgot how to remove a user and instead removed the user from the subaccount level. After removal it was clear that i had removed the user account completely from the system, big whoops, and not just the subaccount that the user was added to.
For clarity on my situation, myself and the removed user are both agency admins.
Agency users should not be able to entirely remove/delete other agency users from the system from within a subaccount (as a failsafe measure) - i did make a mistake a misunderstanding occured with the warning/prompt that appeared, however top level user management probably shouldn't be occuring inside a subaccount.
Solution: agency level admin/users should only be removed from only the subaccount that they are being deleted from- not having their accounts complete removed from the entire system.
