Currently when a group message is created in Conversations, team members with User-level permissions are unable to see the group message even if they are already added as a follower on the contact.

At the moment, the only workaround is to make the team member an Account Admin, which allows them to see the group message. However, this also gives them access to All Conversations, which is not ideal and goes against our need to limit visibility.
