Ability for user who texted customer to be alerted of response even if they aren't the assigned user

We have several people texting a customer throughout their project journey. However, only the assigned user is getting alerts when a customer replies to a text, even if the text came from another team member. The customer response isn't showing up in their conversations at all, so replies often go missed.
Needing the ability for:
The user who's phone # sent the text message is alerted of a response to the text.
Bonus: have "Contacts I'm Following" to be a filter on messages in the mobile app.
