There ABSOLUTELY needs to be a permission setting for users to NOT BE ABLE TO REASSIGN LEADS. Managment, Admin, should all have the ability, but sales people should NEVER be able to assign leads to themselves. This is standard on every single CRM platform I've ever used and it blows my mind that it's not on this system. I realize they can be set to not see other peoples leads, but in the retail setting they need the ability to see other contacts and write notes or help that lead when the sales person is not in that day or time.
