Import/Export Capability for "Users"

Currently, only Admins are able to import and export contacts under the "Contacts / Smart Lists" tab. This is a problem for our clients. We work with sales teams that consist of 1-2 Sales Leaders and their Sales Agents. One leader might have 10-40 Agents working under them that will be added as "Users" to the main account so they can receive leads via Round-Robin.Users (Agents) currently do NOT have the ability to import leads to the account.It would be nice if each Agent could import their own leads and have the ability to easily "Assign" every lead in that import to themselves.

I have a sales team - I want them to be able to import their leads and contacts. But now they can only do that if they are "admins".
Can you create a feature where "users" may import leads?
And we can have the option of allowing them export privileges. Thank you!!! :)
