Allow Duplicate Contacts Only on Select List of Emails/Phone Numbers. In the setting "Allow Duplicate Contacts" Have a list where you could manually enter emails/phone numbers that would be allowed to duplicate. This would allow Office Admin to contact each of the sales people without having all the other users see the conversation.
