Ability to Set Standard Contact Fields at the Agency Level

Current Behavior:
Contact fields must be configured separately within each subaccount.
There is no option for agency admins to define contact fields that automatically apply to all subaccounts.
This leads to repetitive setup processes for each new subaccount or snapshot and increases the chance of inconsistencies.
Proposed Change:
Introduce a feature that allows agency admins to set standard contact fields at the agency level.
These fields would automatically be included in every subaccount created under the agency.
Agency admins can manage these fields centrally—adding, editing, or removing them—with changes reflecting across all subaccounts.
