Create a "members can't post but can comment" channel type

Right now the ability to post or comment are tied together. They either can't post & comment or can post & comment. It'd be great to have another channel type where they can't post but can comment on admin posts.

Being able to set these according to leaderboard status would be super cool too - particularly by each channel.
