Client Portal Appointments completely bypasses calendar's Cancellation & Reschedule Policy (acts as admin override)

The Client Portal documentation states that "Cancellation and rescheduling options appear only when the appointment remains eligible under the calendar's configured policies." In practice, this is not true in two ways I've tested:
- Fully disabling both "Allow Cancellation of Meeting" and "Allow Rescheduling of Meeting" in the calendar's Notifications & Additional Options has no effect — the buttons still appear and work inside the Client Portal.
- Setting a minimum notice window (e.g., "cannot cancel or reschedule within 1 hour of the appointment") is also ignored inside the Client Portal — clients can cancel/reschedule right up to (and seemingly after) that cutoff.
HighLevel support confirmed on a live call that the Client Portal behaves like an admin-level actor on calendars, independent of whatever restrictions are configured — meaning none of the calendar's cancellation/reschedule rules apply when the action is taken from inside the Client Portal.
This makes it impossible to have a fixed/locked recurring appointment (e.g., a monthly subscriber's reserved time slot) that a client can see but cannot alter, or even just enforce a same-day cancellation cutoff — a very common need for membership and subscription-based businesses (gyms, clinics, coworking spaces, etc.).
