Users should be able bulk add tags and bulk add contacts to fields without being able to Import Leads. We dont want people being able to import outside leads and mess up their A2P status but they should be able to bulk add tags or move statuses. Users should also be able to bulk update status and have users not be able to export leads. Hired sales reps for example should not be able to export leads but they should be able to bulk update them.
