I want to send the Internal Notification to "All Admins", not "All Users"

Examples:

* an automation that non-admins don't know about

* non-admins don't have access to Workflows to fix the error sent via in-app notification

* especially useful when building Snapshots, as setting "All Users" is potentially problematic
