This is an interesting concept. I'm not sure how the UI would work on this, though. It would need a new trigger action, then a dedicated url for uploading. This mimics what can already be done with an Inbound Webhook trigger. However, isn't this what Email Templates are for? Just create a template, and workflow to send it, and then trigger with a tag.
