Fix Courses "User Login" Workflow Trigger

From what I can tell, the existing "User Login" trigger only worked for the Legacy version of the Membership site, and has not functioned for many months. Please update this trigger to work on the new membership site, or remove it altogether.

The fact that this was reported almost 15 months ago and hasn't been addressed yet is UNACCEPTABLE. The example scenarios given on the trigger documentation are
exactly
why this is needed. Don't break things when you "make it better"! smh
