Bug With Internal Notification

When setting up an internal notification, Type of Notification=Email... To User Type=Custom Email. If you add a BCC email address, the internal notification won't be sent.
When I removed the BCC and added that email as a primary, the notification was sent.
The execution log doesn't catch it either; it shows up as Success even if it doesn't send.
