Allow Event Dates without year OR selectable holidays

Allowing an event date without a year would allow workflows to be built for specific days, not specific dates.
An example would be April 14th (US tax day). Accountants could create a workflow that emails clients about finalizing taxes.
Another example: Christmas, July 4th, St Patricks Day, variable dates like Thanksgiving, Hanukah etc.
