We need access to the full suite of tools to:
  1. Query contacts to find their paymentId, stripeId, nmi/authorize id
  2. One Time Payment API - charge to a contactId, stripeId, etc tied to billing wallet
We can only do this in workflows or by querying stripe. These datapoints/endpoints exist so we just need a public version. Use case is to help establish rebilling for private applications that may not necessarily be using premium workflow actions. These are APIs that might use SMS messaging or other things for a metered event.
