Roles and Permissions - Stop Auto-Adding New Roles & Permissions to Existing Users

I’d like to request a change in how new roles and permissions are handled during software updates and releases. Currently, whenever new roles or permissions are introduced, they are automatically assigned to all existing users. This requires me to manually go through each user one by one to remove any permissions they should not have, which is extremely time-consuming.
Could you please adjust the system so that new roles and permissions are not automatically granted to existing users, or provide an option to control this behavior?
Would be even better, if there was a way that we could select multiple user at once and make the updates and changes at once.

Same. This is an unnecessarily laborious task to updates hundreds of users. This must end. Two fixes: Do not auto apply new permissions to be on. 2. Give the option to bulk select and apply. It also creates an unncessary load on our support with "what's this new feature?". Perhaps an email to Agency letting us know new permissions etc and giving us the tools to apply globally or bulk select and apply.

An update to this important matter is appreciated, I have to spend a lot of time keep removing permission from users.
It would be great if we could bulk "copy permission" to existing users as well
