Call Transfer not Available for Users (Fix this)

ok i have some users as employees, also some users (Employees) that are in colombia working as call center, but the local ones US, if they dont put their personal number on the user info under settings you can't transfer calls to them. you can't see them on the transfer (Warm or blind) transfer options during a call. this is not possible since you have a large team that is not helping at all... basically this system was designed for small companies? since if you have many employees and you want to make transfer inside the company you can't. and you can tell them to add their personal number, as a company that is not right.
