It seems to me that we should be able to anchor the title/headline to the top of the "1st Column," so we do not have to rely on margins to simply get these sections lining up with one another. When you mess with margins, the content ends up looking different on different monitors, and this would alleviate the need to have identical character counts in the body of the copy.
